[I presume this need not go to W.O., and that the approval of the measures taken proposed in 6171 should wait Sir R. Herbert's minute "arrange with 7.0. some answer to this despatch till we get from Rm 2574 G.W. d. 23 April and. 23 Buist af 25 D. AL. 25.
